For visual trades, remodeling, landscaping, detailing, aesthetics, yes: before/after creative is native to the feed and does the selling. For invisible services (accounting, IT, law), Instagram mostly builds familiarity, and your money works harder capturing search demand.
Mechanically, Instagram ads ARE Meta ads: you run them from the same Ads Manager, and by default one campaign serves both Facebook and Instagram. Running the same ad on both is fine, Meta auto-places it, just check placement reports and cut whichever placement produces clicks that never convert.
The creative bar is the real filter: a stock photo dies on Instagram. If you can't feed it real project imagery monthly, spend elsewhere.
