The catch is volume: for local services, Bing may deliver a tenth of Google's traffic. That's fine as a bolt-on ('cheap extra leads from the same campaign') and wrong as a foundation.
Order of operations: get Google search profitable with clean tracking first, then import to Microsoft and judge it on its own cost per lead after 60 days. Never let it distract from the platform where your customers actually are.
